RAPID (Re-Entry, Pre Arrest Deflection, Intervention, and Diversion)
The RAPID Program at Corner Health Center is a community-based initiative designed to meet youth and young adults exactly where they are. The program provides early intervention, pre-arrest deflection, and re-entry support for individuals ages 12 to 25 who are at risk of or currently involved in the justice system.
Through RAPID, Corner Health partners with local law enforcement, schools, and community agencies to create meaningful alternatives to arrest, reduce recidivism, and promote positive outcomes for young people in Washtenaw County.
RAPID is built on an individualized, youth-centered approach. Every participant receives a personalized plan that addresses their needs, goals, and barriers while connecting them to the supportive services available through Corner Health and our community network.
Intervention Track
The Intervention Track focuses on prevention by engaging youth who may be at risk of entering the justice system. These may be students experiencing behavioral challenges, truancy, family conflict, or other barriers that impact school and community engagement.
Participants in this track are connected to life skills groups, mentorship opportunities, behavioral health care, and supportive case management. The goal is to help youth build coping skills, strengthen relationships, and make positive decisions before court involvement becomes a reality.
Corner Health works directly with schools, alternative education programs, and youth-serving organizations to identify and support participants for this track.
Pre-Arrest Deflection Track
The Pre-Arrest Deflection Track gives law enforcement a true alternative to arrest. Through partnerships with the Washtenaw County Sheriff’s Office and local police departments, deputies and officers can refer youth directly to Corner Health instead of booking or charging them for low-level, non-violent offenses.
Once referred, Corner Health’s staff make contact with the youth and family within 1–3 business days to begin the intake process. From there, participants receive an individualized plan that may include therapy, case management, professional development, health services, and other supports designed to address the root causes of their behavior and prevent future justice involvement.
The Pre-Arrest Deflection Track is voluntary, collaborative, and built on accountability and trust, empowering young people to take responsibility for their choices while providing them with the tools to make lasting change.
Re-Entry Track
The Re-Entry Track supports youth and young adults who are transitioning back into their communities after detention, incarceration, or residential placement. The goal is to ensure that every participant leaves custody with a clear plan, strong connections, and the support needed to succeed.
Participants receive holistic case management and access to Corner Health’s wraparound services, including medical care, behavioral health, mentorship, life skills, and workforce development. Our team also connects participants to housing, education, and employment resources to promote long-term stability and reduce recidivism.
This track operates in partnership with Eastern Michigan University, which provides advisory support and interns to assist with re-entry case management and evaluation.

The RAPID Program was created to bridge gaps between systems with law enforcement, schools, courts, and health care by focusing on what truly works: early intervention, consistent support, and community collaboration. RAPID empowers youth to take control of their futures while helping institutions work together toward a safer, healthier community.
